Federal Consolidation
The doors were truly opened by G.W. Bush with the "Patriot Act" and creation of the Office of Homeland Security.

From there, he (they) needed a way to move agencies around and the "Department of Homeland Security" was created as an after thought. (Technically, to be able to move other agencies under an umbrella/consolidate federal agencies - it must be under a "Department", not an "Office".)
Once the DHS was in place he (they) started moving agencies inder this DHS umbrella - knowing full well that when the Department was created (with intention) that they would technically be under the RULES of DHS and thereore NOT ACCOUNTABLE to Congress or the public. It is easy to declare that secrecy must be maintained when you have the perfect excuse of it all being IN THE NAME OF NATIONAL SECURITY.
Since President Obama has taken office the list continues to grow, rapidly. During Bush's presidency there were 24 agencies under DHS - in Obama's it has already more than doubled.

This list does NOT include partnered or incorporated agencies or programs that are currently unreleased as "Classified" - OR Agencies pulled under the Department after February 2, 2011.
